Zulum Signs Executive Orders on Tree Felling, Sanitation in Borno

Governor Babagana Umara Zulum of Borno State has signed two executive orders aimed at curbing environmental degradation and promoting public health across the state.

At a brief signing ceremony held on Friday at the Government House in Maiduguri, Zulum said the orders were necessitated by the alarming rate of deforestation and deteriorating sanitation conditions in the state.

The first executive order prohibits the indiscriminate felling of trees, invoking the provisions of Section 14(2) and Section 20 of the 1999 Constitution (as amended), as well as the Felling of Tree Law, Cap 53, Laws of Borno State, 1994.

“Any individual caught unlawfully cutting down trees shall, for a first offence, face a fine of N250,000 or imprisonment not exceeding three years,” the governor stated. “Subsequent offences shall attract a fine of up to N500,000 or imprisonment for a term not exceeding five years, or both.”

The second executive order declares the first Saturday of every month as Sanitation Day across Borno State and empowers the Sanitation Court with expanded jurisdiction to enforce compliance.

Violators of the sanitation directive, according to the governor, will face penalties including a fine of N100,000 or up to two years’ imprisonment for a first offence, while repeat offenders risk up to five years’ imprisonment.

Zulum further disclosed plans to issue a separate executive order in the coming days to regulate scrap metal scavenging and trading activities, which he said pose environmental and security risks.

The governor directed the Borno State Police Command and relevant enforcement agencies to implement the provisions of the orders with immediate effect.

The new directives form part of a broader environmental and public health reform agenda under Zulum’s administration, aimed at preserving the state’s ecosystem and improving living conditions for residents.
