Kwara State has emerged as the best performing state in the Livestock Productivity and Resilience Support Project (L-PRES), following the final performance assessment of the World Bank–supported initiative implemented across 20 states of the federation.
The ranking was confirmed in a statement issued on Thursday in Ilorin by the Project Communication and ICT Officer, Yusuf Adebisi, after an independent assessment conducted by the National Coordination Office in collaboration with the World Bank.
According to the statement, the outcome was contained in the L-PRES Project States Performance Assessment and Ranking Report, which evaluated participating states using performance indicators aligned with World Bank standards. These included institutional coordination, financial management, safeguards compliance, security management, reporting efficiency and overall delivery of project results.
The assessment rated Kwara’s performance as outstanding, attributing the achievement to the leadership and development-oriented policies of Governor AbdulRahman AbdulRazaq. It noted that the governor’s consistent support for agricultural transformation, policy stability and timely release of counterpart funding created an enabling environment for effective project implementation.
The report also highlighted the role of the Kwara State Ministry of Livestock Development, which supervises the project, citing strong institutional support, effective leadership and sound policy direction as key drivers of the state’s first-place ranking.
Reacting to the development, the Commissioner for Livestock Development, Mrs Oloruntoyosi Thomas, said the recognition reflects the state’s commitment to accountability, transparency and results-driven governance in the livestock sector.
She described the ranking as a validation of the systems put in place to ensure prudent resource management, timely project delivery and measurable impact across the livestock value chain, while commending the Federal Government, the World Bank, development partners, community stakeholders and implementing teams for their contributions to the project’s success.
Also commenting, the State Project Coordinator, Mr Olusoji Awesome, attributed the achievement to teamwork and strict adherence to project implementation standards, describing it as a national endorsement of Kwara’s governance framework.
