Governor Babagana Umara Zulum of Borno State on Sunday formally presented the Staff of Office to Alhaji Ibrahim Ibn Umar Ibrahim Al-Amin Elkanemi, the newly installed Shehu of Dikwa. The presentation follows the passing of the 12th Shehu, Alhaji Mohammed Ibn Shehu Masta II, making Elkanemi the 13th ruler of the emirate.
Addressing a large crowd at the Shehu’s palace, Governor Zulum urged the new monarch to prioritize tackling the ongoing security challenges in his domain, particularly the Boko Haram insurgency. Zulum emphasized that while his administration remains committed to ending the insurgency by the time his tenure concludes, success depends largely on the support of traditional institutions.
“The Staff of Office represents your dedication and commitment to serve your subjects in areas such as security, education, and the environment,” Zulum stated. “The process of recovery from years of insecurity is a collective responsibility, and you now carry a great responsibility to promote peace and development within the emirate.”
Zulum highlighted the agricultural potential of the Dikwa region, which borders Chad and Cameroon, stressing the need to engage the youth in meaningful economic activities. He also called on the Shehu to foster unity within the emirate, noting the peaceful and collaborative nature of the recent succession process.
The governor reassured the people of Dikwa of his administration’s commitment to expanding infrastructure in the region, including the swift completion of efforts to reconnect the national grid to the town.
While acknowledging the significant improvements in security across Borno State, Zulum expressed gratitude for the sacrifices of the frontline troops and members of the Civilian Joint Task Force (CJTF), who have been critical in the ongoing fight against Boko Haram.
The ceremony was attended by prominent dignitaries, including the Sultan of Sokoto, HRH Muhammad Sa’ad Abubakar II, and other traditional rulers from across Nigeria, Chad, and Cameroon. They were joined by key political figures, such as the Deputy Governor of Borno, Umar Usman Karafur, former Governor Ali Modu Sheriff, and several members of the National Assembly.
Before the ceremony, Governor Zulum also commissioned two major projects in Dikwa: an ICT Centre and a Government Lodge, further emphasizing his administration’s focus on infrastructure development in the region.
In his response, the Shehu of Dikwa expressed gratitude to Governor Zulum for his support in preserving the values of traditional institutions and pledged to work towards restoring peace, security, and unity in Dikwa and beyond.
